Make PDF with custom encoding searchable

I have a PDF that uses a custom encoding, and the text is not
searchable/copyable (copying gives garbage).
Is there a way to "fix" such a PDF and make it searchable (perhaps
with the help of some OCR program that would identify the characters)?
