Adding bookmarks

Hello All:
I use a inspection program that prints to a PDF, after the report is
complete, and it adds bookmarks which is a nice feature. The problem
is I'm not happy with the quality of the PDF printer driver. Can't
insert stamps, watermarks, lousy compression etc.
I have a few questions:
How do I add bookmarks to a report?
Besides a full blown copy of Acrobat are there any PDF printer drives
out there that will allow bookmarks, watermarks etc?
