Extension of phase correlation to subpixel registration.

I read it, but does not tell how did he bring the sub sampling from
downsampling.
he gave reference "A rapid and automatic image registration algorithm
with subpixel accuracy" for Raymond J. Althof Marco G. J. Wind, James
T. Dobbins

He give a formula (22) which allow calculate subpixel shift from the
phase correlation of original images.
If that is not what you need I don't understand what you were asking
about.
