cursor icon meanings map would be nice

What do a fountain pen, a pair of crossed arrows, and a do-not-enter sign have in common? A common thing I want to do is tile two images onto a single page. Now, I'm sure there's all kinds of special ways to do that, but in order to get a foothold in the gimp, I think I should be able to do that using basic steps. For example, I open two images, each in a window. Then I copy one, move the mouse to the other window and paste it. It apparently flops right over the old one. There's probably a better way to do it. But fundamentally, I should be able to move the upper image. I'm in the move tool. But my cursor shows a triplet: a fountain pen (with stroke), a pair of crossed arrows (the move symbol) and a do-not-enter symbol. What is this supposed to tell me? I can't find a cursor-icon map, which explains all the various possible symbols that the icon can take and what they're supposed to mean. The various help explanations I can find in Google don't mention this icon. Such a map would be very useful.
