basic issue cutting clearing

basic issue: cutting/clearing

Hi, I'm running GIMP 2.6.3 on Windows Vista. This may indeed be a very basic issue of my not understanding what I'm doing, but I have an image with two layers. When I select a region of the top layer, and select either Edit->Clear or Edit->Cut, I would expect that region to be replaced with transparency and be able to see through to the second layer there. Instead, the top layer's selected portion disappears and is replaced with whatever the background color is. Uh? If there's a new tool I should be using or something or just another attack to the problem of how to make some areas try transparent, please let me know. I've uninstalled and reinstalled several times so now I'm pretty much thinking this is what happens when I go GIMPing after taking my Traumatic Brain Injury. Thanks for any/all pointers on what must be a basic issue.

Yes...brain injury... LOL No, really try this: Layer -> Transparency -> Add Alpha Channel Then select what you want to be clear and hit 'Delete'
