AFAICT it's not empty. It contains the GIMP fox logo, if that's what you meant. And I would assume that this cannot be removed other than by hacking your own version of GIMP. Possibly, it's a place intended for a future menu. The older versions had a menu there, 2.6.2 does not, but who knows. It might return. Or maybe we will see it removed later on, if this new GUI catches on. Could be that the menu is currently just hidden from view. But you need the code and a compiler to change the behaviour. I doubt a resource hacking utility can do it, but it could be worth testing. If it breaks the software, it's easy enough to reinstall it.
