Convert Bitmap

Convert Bitmap

Hi,
i'm looking for a freeware program that:
1)modifies bitmap files (resolution, number of colors, ecc..)
2)export file in various format (hex, c/c++ format,ecc)
3)pixel view
i think to use gimp with hex tool and hexplorer(for pixel view), but i
have no idea about hex tool and i don't know if all can be obtained
with a unique program....can you help me?

Not Freeware...   Free !!   Compatible with the GPL license.

Should have mentioned that if you're using Linux it's in the repo's...
