Can people sell Gimp?

I recently won an auction on E-bay, UK, for a programme I thought was BEST PHOTO EDITING SOFTWARE 2009 - EDIT DIGITAL IMAGES - no mention of the word GIMP. I won the AUCTION. Cost =A33.98p. Great thought I. Imagine my surpsie when I received the item this morning and discovered the Photo Editing programme was in fact GIMP! I wrote to the seller and asked for a refund and this is a copy of his/her reply to me :- START Hi, Gimp is GPL licensed. I am legally entitled to charge for it's distribution. Google "GPL" license !! The best part of =A32.00 goes on Ebay and Paypal fees, along with the cost of the CD mailer,stamp, label and CD. I don't do this to make a profit, but I happen to believe that people should have access to decent software at a "fraction" of the price charged by you know who !! Most people that purchase this software can't download it because they, either have no internet connection or can't afford the alternative. Leave positive feedback and you will get your moneyback in full; otherwise you can report me to who you like. The product obviously works and as such I'm within the law. Regards, AD - mjan4319 FIN. Google doesn't have anything to do with the GPL. And,
yes, people can legally charge to re-distribute software
that is licensed under GPL.

You could argue that because they apparently don't know the organization who's providing the license, it may be reasonable to assume that they are violating the license. You do not provide enough details to back up such claims, though. One important point is that if they charge for the software, they have to provide the source code as well - redirecting to another distributor (e.g. a FTP mirror) is not enough.
